重点园区不仅是海南自贸港经济活动的主战场、市场主体的承载地，也是产业链衔接的最前沿。对海南自由贸易港多个重点园区深入调研发现，自贸港重点园区充分利用制度创新优势，稳步推进基础设施和产业项目建设，营商环境持续改善，市场主体加速集聚，经济规模效益快速提升。针对重点园区产业项目落地发现的困难和问题，借鉴境内外先进经验，从保障要素供给、打造标杆企业、激活重点园区管理体制、贸易投资自由便利化制度集成创新、营造亲商环境等方面提出促进重点园区产业项目落地见效的政策建议。

The key industrial parks are not only the main battlefield of economic activities in Hainan Free Trade Port and the carrier of market entities, but also the forefront of industrial chain connection. Through an in-depth investigation into several key industrial parks in Hainan Free Trade Port, it is found that these key industrial parks make full use of the advantages of institutional innovation, steadily promote the construction of infrastructure and industrial projects, continue to improve the business environment, accelerate the gathering of market entities, and rapidly improve the efficiency of economic scale. In view of the difficulties and problems encountered in the implementation of industrial projects in the key industrial parks, this paper, while drawing on the advanced experience at home and abroad, puts forward policy recommendations to promote the implementation of industrial projects in the key industrial parks in terms of ensuring the supply of factors, creating the benchmarking enterprises, activating the management system of key industrial parks, innovating the integrated system of trade and investment liberalization and facilitation, and creating the business-friendly environment.
