国务院旅游管理机构对指导地方旅游管理部门和调控我国旅游发展具有重要作用。本文以国务院旅游管理机构作为研究对象,在梳理国务院旅游管理机构演变历程的基础上探究最新一轮国务院文旅机构整合情况,以促进“十四五”期间文化和旅游深度融合发展。通过回顾国务院旅游管理机构演变历程发现:国务院旅游管理机构呈现重要性逐渐上升,职责转向分权化、市场化和服务化的变化特征。对最新一轮国务院文旅机构融合改革前后进行量变和质变分析得到:国务院文旅机构融合改革已经基本实现量变,即改革前后内设机构和主要职责数量减少,实现从部门外协调转为部门内协调。但文旅融合发展的质变有待加强,体现为业务机构职责整合较为僵化、文旅融合发展的体制机制不完善以及我国旅游发展的转变存在现实困境。文化和旅游部是否已经形成了一种关于文旅融合发展的合力,如何实现从“物理整合”的量变转为“化学反应”的质变是当今学术界更应该关注的话题。
Abstract:Tourism administration departments under China's State Council play an important role in guiding local tourism administration departments and regulating tourism development. With tourism administration departments under China's State Council as the object, this paper explores the latest round of integration of cultural and tourism agencies of the State Council while analyzing the evolution of the tourism administration departments under China's State Council in expectation of promoting the deep integration of culture and tourism during the 14th Five-Year Plan. A review of the evolution of China's tourism administration departments reveals that tourism administration departments show the features of increasing importance and shifting responsibilities to decentralization, marketization, and service orientation. Through analyzing the quantitative and qualitative changes in the integration of institutions and responsibilities before and after the latest round of integration and reform of culture and tourism departments, it shows that the State Council's reform of integration of culture and tourism departments has basically achieved quantitative changes, i.e., the number of institutions and major responsibilities has been reduced, and the shift has been made from the extra-departmental coordination to the intra-departmental one. However, the "qualitative change" in the integrated development of culture and tourism needs to be strengthened since the integration of responsibilities of the business organs is relatively rigid, the institutional mechanism of integrated development of culture and tourism is imperfect, and the realist dilemmas exist in the transformation of China's tourism development. Whether the Ministry of Culture and Tourism has formed a synergy on the integrated development of culture and tourism,and how to realize the shift from the quantitative change of "physical integration" to the change of "chemical reaction" is a topic that today's academic circles should be more concerned with.
