兼职代表制下职业与人大代表的利益表达之间是何种关系呢?本文首先立足于W市2015-2017年1 129份建议材料,呈现了不同职业人大代表利益表达的偏好,然后结合对代表、人大工作者的访谈,进一步分析了本职工作对地方人大代表利益表达的影响,探讨了代表们围绕本职工作进行利益表达的策略方法。研究表明,地方人大代表的利益表达整体呈现以公为主、兼顾私利、公私表达相对平衡的特征。本职工作直接影响人大代表的利益表达偏好:来自公共部门的代表偏向不同层次公共利益的表达,来自私营部门的代表偏向不同层次私人利益的表达。围绕本职工作的开展,代表们努力寻找公私利益表达的契合点,通过利益包装的方式以实现公私利益诉求的一致性表达。
Abstract：What is the relationship between the occupation under the part-time representation system and the ways the deputies to the people's congresses express the interests?Targeting the 1129 proposals by the deputies in W city from 2015—2017,this paper demonstrates the preferences that the different deputies to the People's Congresses with different occupations express their interests.Along with the interviews of those deputies,it further analyzes the influence of their jobs on their expressions of interests,discussing the strategic methods employed by them to express their interests around their professional work.The research shows that the deputies to the local people's congresses,when expressing the interests,generally feature a relatively balanced focus on the priority for public affairs and some consideration of their private affairs.In addition,the preferences for the expressions of their interests are directly affected by their professional work.The deputies from the public sector prefer the expression of public interests at different levels while those from the private sector prefer the expression of private interests at different levels.According to their professional work,the deputies strive for a converging point of public and private interests,achieving the consistent expression of public and private interests by means of interest packaging.
