海洋渔业资源治理困境是公共治理研究中的典型问题，也是我国海洋渔业资源管理所要突破的实践难题。从Q市N码头的伏季休渔制度运行情况看，休渔制度中制度制定者的国家逻辑、执行者的科层逻辑以及接受者的有限理性逻辑形塑了行动舞台中参与者不同的行为选择，渔业资源治理在参与者间价值逻辑与行为选择的冲突中走向了治理困境，通过强化奖惩机制、建立“智慧防控”体系、健全监督反馈渠道等短期举措缓解制度制定者、执行者与接受者间矛盾冲突；推进渔业资源总量评估、引入产权制度进而推行捕捞指标“三权分置”是阶段性的远景规划。将IAD框架整合进中国渔业资源治理的真实场景，构建起一个新的理论分析框架，能够为中国场景下公共池塘资源的治理提供有益启示。

The dilemma in the management of marine fishery resources is a typical problem in the study of public governance, and it is also a practical problem that needs to be broken through in the management of marine fishery resources in China. From the operation of the summer fishing moratorium system at N Wharf in Q City, the national logic of the system-makers, the hierarchical logic of the implementers and the limited rational logic of the recipients have shaped the different behavior choices of the participants in the action arena. Consequently,the management of fishery resources has moved towards the governance dilemma in the conflict of value logic and behavioral choices among participants. In this regard, strengthening the reward and punishment mechanism,establishing the“intelligent prevention and control”system, and establishing and improving the supervision and feedback channels are feasible measures to alleviate the contradictions and conflicts among the system makers,implementers and recipients in the short term, while promoting the assessment of the total amount of fishery resources, and introducing the property rights system to implement the“Separation of Three Rights”in the fishing indicators are gradual and phased long-term plans. The Institutional Analysis and Development framework can be integrated into the real situations of China's fishery resource management to build a new theoretical framework, which will provide useful inspirations for the management of Common-Pool Resources in the Chinese situations.
